Cadastral situation

As per commitment made during the August 2022 assembly and with the contribution of Council Member Tomaso Visicale, the President met Mrs Scanu on 9 December for an initial personal contact. As we know, the common areas of the Village (such as roads, Stazzu and external green areas) are still owned by the original construction company Ruoni SpA, which Mrs Scanu represents. During the meeting, which was cordial and constructive, it was agreed that there was a need to know the context and make some checks between the documentation in her possession and what the Consortium knows. During the meeting, the situation of the Ruoni sewage lifting station, the slow progress of the urbanisation of Ruoni Alta, the management and maintenance of the Ruoni-Capizza road, as well as the Consortium’s desire to find an agreement for the common areas of the Village were mentioned. The first common objective will therefore be to align the documentation in order to have an agreed basis on which to built for finding a shared solution.

This meeting unblocks a long-standing stalemate, which had engaged the President and Council Members in past years, and opens up a prospect of a resolution through benevolent agreements between the parties. Further meetings are already planned for the beginning of 2023; on the part of our Consortium, which represents a village with more than 40 years of history, all aspects will have to be evaluated and every constructive contribution of the consortium members will be useful and considered. Painstaking work to reconstruct past deeds and actions will be necessary and has been started.

State of the Village’s infrastructure

The management and maintenance of the village’s infrastructures (water, electricity, roads, ecological island, gate and boundaries) are entrusted to the maintenance technician Mr. Michele Puddu, to whom the Consortium works with external companies when necessary. With the first rains and throughout the autumn, problems occurred at the entrance gate and on the street lighting, linked to electrical problems in both the external ENEL network and our internal lines. As we already know from studies in past years, and with respect to safety and emergency management issues, it is a matter of superimposing on the maintenance actions a prospect of remaking and rationalising the internal networks. The problem is a general one, certainly linked to the agreement on the ownership and usability of common areas, but the Consortium cannot avoid intervening where the service is lacking or does not meet the needs of all the individual consortium members.

Overall, these are costly works that can be carried out gradually, year by year. An initial intervention could concern internal electricity distribution, starting from the critical points, but thinking about a longer-term design in order to optimise resources. The Consortium is evaluating the technical-economic offer received and in the meantime, through the maintenance company, is working to solve contingent problems.

In the water and sewerage sector, the situation is under control and through monthly readings any anomalies are being detected, as an indication of possible leaks or extra costs. An intervention is planned on the upper section of the water network in Capizza Alta and the power supply to pump of the large reservoir. The use of a small photovoltaic system is considered.

WIFI-STEL system to serve some of the Village’s consortium members

During December, the President examined the situation regarding STEL’s WIFI antenna, which provides a service to some consortium members, in order to overcome the problem of the power supply, provisionally guaranteed by a connection to a villa in the consortium. It has been agreed with STEL to install a photovoltaic system + battery and backup of suitable characteristics, maintaining the antenna’s current location, within a plot of land owned by the consortium, although in an admittedly unaccessible area. Current subscribers will be informed of the operation, once their names are known.

Accessibility and security of the entrance gate and use of the ecological island

In accordance with the commitments made at the general assembly in August, works are being considered for the entrance gate that will improve its use in both normal and emergency situations. A remote access control will be made available to the 2 cooperatives that service the “White Cross” emergency service, as has already been done with the Carabinieri, who frequently carry out reconnaissance inside the village. For the security of the village, it is important, with the contribution of all consortia members and inhabitants, to regulate the entry/exit flows of “third parties” such as companies, tenants, and occasional guests. The “ecological island” (Isola Ecologica), as has been the case in the past, is often misused. As far as is known and ascertained, those responsible for the misuse are for the most part aware of the rules to be observed and of the services provided by the municipality to place waste and materials at the appropriate facilities or by using the on-site collection service free of charge. Consortium fee

Consortium members are reminded that the second entilement of the consortium fee will be due by 31 December. As usual, water charges will be reported in January 2023 for the quarter October-December 2022. Thanks in advance to the Consortium members for their punctual payment.
