The Board is pleased to inform Members of the initiatives and activities that are underway or completed in the quarter August-Septembe- October 2022. Following the ordinary General Assembly of August 4, 2022, the Board of Directors of the Consortium was elected, which will be valid for one year. At the first board meeting, President Claudio De Nard was elected and areas of competence were defined with the resulting delegations, in order to divide among the board members the task of analysing problems, supporting ordinary management and proposing solutions.

Communication from the President of 12 September 2022
Good morning to all board members,
On 19 August 2022, the Board of Directors of the Capizza di Vacca Consortium approved my appointment as President by a majority vote. The office as well as the composition of the Board will be valid only for the year 2022/2023, i.e. until the end of the three-year period 2020-2023. On this occasion I would like to take this opportunity to greet all the members of the consortium and their families, wishing to be able to count on your cooperation in the common effort to maintain acceptable levels of service guarantee for the management of the Village. In my case, I am aware that I am taking the place of a President who has given so much over the last decade, and so I ask you to help me perform my task in the most effective manner, open therefore to criticism and suggestions, relying on the cooperation of the councillors with whom we will share, through specific delegations, the main activities. Specific attention will be paid to planning, security issues and information.
A heartfelt thanks to the contribution of Tomaso Visicale who, as Vice President, gave continuity to the management of the Village in the period following the untimely death of our President Gen. Maiorana.

The Governing Board provides the new website https://capizzadivacca.it where you will find useful information for all ‘users’ of our village, as well as information reserved for members. This Newsletter, for example, has not been distributed by email but has been made directly accessible in the ‘Newsletter’ section on this site, where all communications will be archived. We suggest you visit the section ‘The Consortium’ for information reserved for Consortium members. We also point out that some sections will be reserved for the Board for reasons of data protection and privacy.
We suggest that Consortium members register on the web site to be able to access information reserved for them. Registration data will only be used for internal consortium communication purposes and will not be published.
Finally, we cordially solicit anyone with an interest and willingness to actively contribute to the development and maintenance of the website to contact us. There is still much to be done and improved; proposals and active participation from consortium members or their families will always be welcome. Consortium Activities
General information
The Board, following the indications received from the Assembly, has renewed the annual work contract with the maintenance technician Mr. Michele Puddu.
It is evaluating a list of trusted suppliers with whom to maintain an ongoing relationship for emergency and urgent maintenance and repairs, giving priority to those who already know and have effectively worked in the Village. Instead, for the more significant plant and infrastructural activities to be scheduled, the logic of requesting several competitive bids will be followed.
As far as primary infrastructures are concerned, a difficult process of reconnaissance and mapping of sewerage, electrical and hydraulic systems is beginning, based primarily on common areas, but which inevitably also implies knowledge of easements and crossings in property areas. Hence the interest and request for an active role on the part of the consortium members.
An elevation survey with graphic restitution of general validity is available, with the specific mapping of the water mains, with the heights of the individual meters of each user, recently updated (see below).
Sewer network repair
The sewerage network suffers from age and obsolete construction solutions that need to be progressively updated. In August, a critical issue arose that had to be resolved in an emergency, first by identifying the specific area, temporarily removing the blockage, and then, at the end of September, by permanently intervening in the Capizza centre-south area, replacing a section of several dozen metres of piping involving 2 manholes and 3 utilities.
Work was technically completed within a property area, with the positive involvement of the consortium. The ground was levelled, while shrubs and branches that were necessarily cut will be burnt later, when permitted by the regulations. Experience confirms the need to accurately reconstruct the sewerage route and to schedule regular inspections.
Entrance gate
We quote as a reminder what was defined in the first item of the Assembly:
“Village Gate: After last August’s measure to deactivate the induction loop out of the village, operation was restored, to avoid unnecessary inconvenience without concrete safety benefits. In the discussion, evaluations emerged as to whether it would be appropriate to keep the gate normally closed despite not having any emergency equipment, as pointed out. In light of a specific request, that an emergency opening device be installed, and the ensuing discussion, the assembly decided to ask the Council to examine and propose such a solution in the near future.”
The Council has furthermore started following initiatives:
- Involvement of permanent residents in Capizza, asking for suggestions from first-hand experience on the operation of the gate during the winter months and safety in general. Among the first requests is the installation of an emergency button and an uninterruptible power supply to compensate for power failures, which occurred during this period without any prior warning. We are checking feasibility and cost and time estimates, and then proceeding. In addition to the ecological service, of course, the carabinieri currently have a remote control which they frequently use for internal village reconnaissance. Similarly for ambulance services. On the contrary, permanent provision of remote controls to third parties, extraneous to the village, is to be avoided, just as, in the interest of everyone’s safety, the passage of companies operating in the village must be properly managed and controlled by the consortium member himself and made known to the consortium, also through the maintenance company.
- Contact has been resumed with the company B-Gates, supplier of the opening system via mobile phone. We are putting the codes and telephone numbers enabled for opening in order. The Consortium is now able to provide a response to the most normal requests:
- how to get an extra opening number
- how to delete a no longer active number
- how to request a replacement
- The wooden frame of the gate is in need of maintenance after seven years of service. A complete painting and maintenance will be ordered from the manufacturer in the spring. Quotes have already been requested.
- Walkway parallel to the gate: this was one of the requests being considered.
Water plant
We publish hereafter annotated plan of the water system in Capizza di Vacca. This is the first (small) step towards real management of the plant for a longer-term action yet to be developed and proposed to the Consortium members in the future.
